NDE Comprehensive Literacy State Development (CLSD) Grant - ESU 10 Update

The ESU 10 Teaching and Learning Department is providing literacy professional learning and implementation support to early childhood, elementary, and secondary educators as part of the NDE Comprehensive Literacy State Development (CLSD) Grant. This work supports eleven partner districts including: Amherst, Ansley, Cozad, Gothenburg, Kearney, Loup City, Ord, Pleasanton, Riverside, SEM, and Shelton.

This report highlights the professional learning opportunities provided to our CLSD schools.

Foundational Literacy (Early Childhood & Elementary)

  • LETRS Early Childhood, Volume 1 & Volume 2: The Lexia LETRS® (Language Essentials for Teachers of Reading and Spelling) Suite is comprehensive professional learning designed to provide early childhood and elementary educators and administrators with deep knowledge to be literacy and language experts in the science of reading. Developed by Dr. Louisa Moats and leaders in the field of literacy, Lexia LETRS teaches the skills needed to master the foundational and fundamentals of reading and writing instruction—phonological awareness, phonics, fluency, vocabulary, comprehension, and written language.   • UFLI Foundations (June 17, 2026): The University of Florida Literacy Institute Implementation training will provide participants with an in-depth overview of the UFLI Foundations program. The training session will cover essential background knowledge components, the 8 steps of the program, and progress monitoring and differentiation.
  • Science of Reading Community of Practice (Begins Summer 2026): This professional learning series supports K–2 educators in translating science of reading research into high-impact skills instruction through six full-day virtual sessions focused on guided learning, collaborative planning, and lesson analysis using high-quality instructional materials.

Secondary Literacy (Grades 4–12)

  • UnboundEd ELA Summit- October 6-7, 2026: English Language Arts teachers in grades 6-12 participated in a two-day professional learning series which allowed them to explore how to apply the science of reading to literacy instruction. They also learned strategies to make grade-level texts and tasks accessible for every student, and learned how to analyze student needs and adapt lesson plans for inclusive learning experiences.
  • TNTP Secondary Science of Reading Course: CLSD grant educators can participate in an asynchronous course building background knowledge in phonics, decoding, fluency, and language comprehension with an emphasis on complex texts. The course contains six self-paced modules for teachers to complete at their own pace. To conclude this training series, there will be a face-to-face training facilitated by TNTP in the summer of 2026.

Leadership & Systems Support

  • Science of Reading for Leaders: Elementary administrators and coaches participated in a Science of Reading training led by a national Instruction Partners consultant on November 13, 2026, with follow-up Zoom sessions to come. The training built leadership capacity by strengthening foundational literacy knowledge, developing clear instructional look-fors, and supporting leaders in identifying strong versus weak literacy instruction.
  • Lexia LETRS® for Administrators (Summer/Fall 2026) is a professional development course designed specifically for school leadership, coaches, principals, and district administrators. The course defines the systems and infrastructures required to successfully implement a literacy initiative aligned to scientifically based research. Built from the research in implementation science and sustainability, school improvement, and shared leadership, the course provides numerous tools—including an analysis of the current systems required for improved literacy outcomes—for guiding an implementation through various stages.   • ESU 10 Regional Literacy Coach, Claudine Kennicutt, provides system-level coaching and technical assistance to administrators and instructional coaches.
  • Teaching Channel Empower licenses are provided to all educators in the eleven CLSD districts. The licenses provide on-demand access to over 2,000 professional learning videos supporting science of reading knowledge and classroom application.

All of these professional learning opportunities provide our school districts with evidence-based science of reading training to enhance their literacy instruction and support student achievement. We will continue to evaluate the impact of our literacy professional learning opportunities and monitor implementation success.
