Continuous Improvement / MTSS

Continuous Improvement

Our Teaching and Learning staff members are trained and available to work with your school for the purpose of increasing the achievement and overall success of all students. Our team works collaboratively with schools to develop professional learning plans that align to school improvement goals, the MTSS Framework, and other district priorities.

Teaching and Learning Department staff members support both Cognia and Nebraska Frameworks accredited schools. We offer on-site assistance as well as technical assistance sessions for schools in years 1-2, 3-4, and year 5, which are held annually at ESU 10.

Multi-Tiered System of Support (MTSS)

The focus of ESU 10 is to provide high quality and timely services to member districts. We believe it is our responsibility to inform schools regarding current state and national initiatives. Current state and national initiatives include a movement called Multi-Tiered System of Support (MTSS).

According to the NeMTSS Framework, MTSS is a framework that promotes an integrated system connecting general education and special education along with all components of teaching and learning, into a high quality, standards-based instruction and intervention system that is matched to a student’s academic, social-emotional and behavioral needs.

MTSS is not a stand-alone initiative. It is an essential component of the Continuous Improvement Process that encompasses the concepts of Response to Intervention (RtI), Positive Behavior Interventions and Supports (PBIS), and Improving Learning for Children with Disabilities (ILCD). The Problem-Solving Process is an integral part of the process used to support all students and staff as part of school improvement. At ESU 10, the center of our work in schools focuses on positive academic, social, emotional, and behavioral outcomes for every student. The MTSS framework takes into account the need for a coherent continuum of evidence-based system-wide practices to support a rapid response to academic and social-emotional behavioral needs for all students. Students are provided with rigorous curriculum and instruction driven by assessment and data-based problem solving and decision making.

Problem Solving is the process by which assessment data is used to make decisions at the system, group, and individual levels. The steps included in this process are: 1) define the area of need; 2) develop a plan; 3) implement the plan; and 4) evaluate the plan. This process must take place within a system that has shared leadership, an empowering culture for students, staff, and families, and continual opportunities for goal-driven professional learning.
