SPED Mtg: Early Intervention RBI, Rule 52, Team Self-Assessment

This training is intended to help school districts address their Improving Learning for Children with Disabilities (ILCD) process for Results Driven Accountability (RDA) and the Targeted Improvement Plan (TIP) for Part C.  Nebraska’s Coherent Improvement Strategies for the State Performance Plan and Annual Performance Report (SPP/APR) include both “implementation of authentic, evidence-based child and family assessment” and writing functional child and family IFSP outcomes. The Routines Based Interview (RBI) is the child and family assessment being recommended by NDE. In order to help teams critically examine the early intervention practices that are likely to be impacted by the use of the RBI, Planning Region 10 has developed the following agenda:

8:30-11:00: An Overview of RBI; and Rule 52 Changes Related to Child Evaluation and Child/Family Assessment

*  8:30-9:45 A state facilitator will present an overview of the RBI which is a semi structured interview used with families, teachers, and child care providers.  It is used to gather meaningful information about how a child participates in everyday activities, and the family's description of what they need in order to support their child’s development and learning.  This information is used to develop IFSP/IEP outcomes. It helps set up a direct correlation between the assessment process, priorities chosen by the family, and IFSP outcomes.  As part of Rule 52 Eligibility and Evaluation Procedures, a family and child assessment must be completed. The RBI can be used to meet both the child and family assessment requirements.

*  10:00-11:00 Amy Bunnell, NDE, and Cole Johnson, HHS, will be presenting Rule 52 Changes Related to Child Evaluation and Child/Family Assessment via Distance Learning.

11:00-11:45:  Working Lunch—Parent's story about being part of a Routine Based Intervention (RBI)

11:45-3:45: Nebraska Team Self-Assessment Workshop

A state facilitator will take teams through a discussion of critical practices in early intervention, including: evaluation, child and family assessment, writing functional outcomes, and providing services in natural environments. The discussion will give teams the opportunity to focus on typical and ideal practices when providing quality home and community-based services to children birth-to-three. This process examines how services are currently being offered and identifies areas in need of change in light of evidence based practices and regulations. The workshop is required by NDE/HHS as a first step in creating a context for change and implementing high quality and evidence based early intervention services.

There are two forms that need to be completed by all participants prior to the training that will be emailed to attendees.  A facilitated self-assessment is the prerequisite to having RBI training which includes an ecomap, the RBI, and writing functional and meaningful child and family outcomes.
