ESU 10 Multi-Tiered System of Supports

The focus of ESU 10 is to provide high quality and timely services to member districts. We believe it is our responsibility to inform schools regarding current state and national initiatives. Current state and national initiatives include a movement called Multi-Tiered System of Supports (MTSS).

MTSS is a framework incorporating Response to Intervention (RTI) and Problem Solving for all students. The ESU 10 vision of this framework is represented through our infographic. The center of our work in schools focuses on positive student academic, social, emotional, and behavioral outcomes for every child. The MTSS framework takes into account the need for a coherent continuum of evidence-based system-wide practices to support a rapid response to academic and non-academic needs for all students. Students are provided with rigorous curriculum and instruction driven by assessment and data-based problem solving and decision making.

Problem Solving is the process by which assessment data is used to make decisions at the system, group, and individual levels. The steps included in this process are: 1) define the area of need; 2) develop a plan; 3) implement the plan; and 4) evaluate the plan. This process must take place within a system that has shared leadership, an empowering culture for students, staff, and families, and continual opportunities for goal-driven professional learning.
